Sheff Wed Faces a 'Significant Problem', Declares New Football Authority

'We are going to be a part of football's future' - independent football regulator the new chairman

Sheffield Wednesday's current difficulties represent a a "serious issue" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the official has declared.

During an extensive discussion, the chairman, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the football team recently.

The football club have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on five separate occasions, including in September.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the iconic names for the English game and recently we have met fan representatives.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases submitted for our review if they require examination and addressed."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman stated during the off-season he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with prospective buyers.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in summer, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the followers."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an particular organization, an specific proprietor, without being able to work with that chairman to fix the problems affecting the organization and the chairman's encountering," the chairman stated.

"But the truth is, when you review the record of the game, over the past few decades there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally refuse to accept accountability for the coming years."

Owls fans have been voicing opposition to the current proprietor in recent months

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to explain the responsibilities of the authority recently and maintained it represented a "forward-thinking discussion" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished could disappear incredibly quickly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money coming into football and has been invested for the recent generations, because there are no assurances it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Premier League Concerns

The Premier League opposed the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I completely endorse the prosperity and expansion as an financial organization of the elite league.

"As someone who appreciates the concern of undermining the top flight as an elite competition of the nation. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the opposition group in 2020.

The official provided financial support for Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the regulator explained.

"I am no longer involved in any form of political activity."
